What do I open the sled tuner mod on

When I open the mod in notepad and edit it, and save the file it will be a text file not a JASON file, what platform should I use to edit it? Thanks.

I use Visual Studio Code for editing, and visual studio to build. visual studio code will be able to edit json files.
