Do I need to redownload a mod when it gets updated? When I was moving mods into my folder, I noticed that some weren't up to date.

Yes, you will need to delete the old mod and re-install the new updated mod for every update.

correct you will need to reinstall the mod for it to work again or you deactivated it in the mods manger in the game and otherwise im not sure
