I could not find it in the vehicles tab

This is my first mod I downloaded and its missing materials what do I do?

I'm not sure if this is just me or not but it lags out my entire game when I switch to this

How do I use it? I have it installed and it shows up in game in my mods, but when i go to the vehicle selector it doesnt show up, please help.
